TL-SG5428E set up VLAN

I would like to setup the VLAN for office to block the communication between different departments.
The network environment is that there are 30 people in the office.
10 of them are sales person, and 10 from the Design Department, the rest 10 would be in the same department.
I have the TP-link TL-SG5428E and not sure how to do the VLAN on it, I have read the user guide and tried myself, still no luck, anyone could help?[SIZE=3]
