If you are using two EAP330s in standalone mode, you can set Mac filter for each EAP330, it will bind your clients to specific AP.

If you are using EAP Controller to manage EAP330, you can set a RSSI Threshold, may be -70dBm is better. Then the AP will kick
clients off whose signal strength is lower than -70dBm, and force clients to connect to another EAP which signal strength is better.
