ER5120 Load Balancer constantly repeating ARP requests

Hardware Version : V2
Firmware Version : 1.0.8 Build 20140212 Rel/36037

I have an ER5120 load balancer which is constantly making ARP requests to addresses not in use (many never used).
To the extent that I cannot log into the device as it is too busy.
It is basically flooding my network with ARP requests.
The set up is very simple two Wan interfaces, one LAN interface and one interface used a Port Mirror to track down the issue of a slow network caused by something hammering the network (yes the load balancer appears to be the problem).
NAT is enabled, no VLANs used, DHCP is enabled (the only DHCP server).
Any suggestions as to what is causing this problem ?
