I have a very high fiber connection, is a building with 4 floors.

I need to put in each floor a router with wifi, each router have an IP, and NO DHCP.

Can I with the TL-R470T+ limit the bandwidth to each router?

The TL-R470T+ will assign the IP to the users devices.
