I have gone through the entire manual but just not able to figure out how to adjust /define the WAN port priority on the TL-470T+

I would like to use my unlimited WAN1 as the primary connection
I also have WAN 2 and WAN 3 that are 4G and 3G metered connections and I would want to use them as

a) Failover for when WAN1 goes down (which is achievable currently)
b) handle spillover traffic i.e. if WAN1 is fully utilized (e,g an ongoing download) then route http traffic through WAN 2 or WAN 3 (doesn't seem to be achievable)

The link below points to something related but flow control options are not there on the TL-470T+

Although I do use an R480T+, I think the settings are more or less the same. For resolving the first question, follow http://www.tp-link.com.br/faq-529.html
