I have some switches SG3216. I have some problems with them becouse they are all connected to one HP-1620-24g as a central switch in star topology. All uplinks are 802.1q tagged interfaces which carried some vlan tags. Sometime communication missed and i have no connection to this switch. After reboot everything is fine. I have active loop detectd, broadcast and multicast storm limited to 128k, dhcp-snooping and stp disabled on all network becouse i dont have redundant connections. All 802.1q sub-interfaces are terminated on Debian Linux machine when i have inter-vlan routing. When i run tcpdump i get something like this:

The 60:e3:27:f2:eb:a4 is mac-address of SG3216. Looks like tp-link use unrecognized format of 802.1q ethertype? I haven't find 0x9900 on any ieee ethertypes list.

I am not very sure about your problem, but I am sure the TL-SG3216 supports 802.1q VLAN. You can contact their supporter directly for help.
