TL-ER604W Not getting full ISP bandwidth

Only got between 120 and 140Mbps down every test. ISP said it should be 300. I was about to call them but figured I'd try going directly to modem. Did that and was pulling between 350 and 400Mbps. Tried removing every other device from router to see if that was an issue but still had the same results. Made sure to test with all of the same cables and just bypass the router with no luck.Thanks for any help in advance.
