802.1q tagging issues

I'm trying to set up two VLANs with a shared network printer & internet. The router in front is a Ubiquiti EdgeRouter Lite and the switch is a TL-SG1016DE smart switch.
Using port based VLAN, I'm able to create two physical LANs with their own subnet and the DHCP servers hand out the appropriate address ranges. Since I wanted to share a printer and internet, I then changed the switch to 802.1Q VLAN and set it up as follows:
Ports 1-4 are VLAN10 and ports 5-12 are VLAN20 and ports 13-16 are shared. I want VLAN10 isolated from VLAN20.
And here I have ports 1-4 defined with PVID 10, ports 5-12 are PVID 20, and ports 13-16 are PVID1.
The issue I'm having is that regardless of the port I plug into on the SG1016DE, the PC is getting an IP address from a subnet that's not part of the VLAN, or essentially an address from the untagged network. Ok so I tried configuring the switch so that ports 1-4 are tagged members on VLAN10 and ports 5-12 are tagged members in VLAN20. No difference. I'm confident the VLAN in the router is OK since eth2 is connected to a commercial grade access point and I'm able to get 3 different IP subnets with the 3 different SSIDs. Does anyone see anything obviously wrong or do I simply not understand 802.1q VLANs?
