Cant access controlpanel of new CPE210

Hi guys,
I bought a CPE210 via Amazon today and unboxed it. Put my LAN cabled to LAN0 <-> POE input of adapter and LAN output of adapter <-> Laptop. Changed IP and then my Laptop and/or my PC won't detect that there is a plug inside the Ethernetsocket. So I can't configure the CPE.
Note that I tried 3 different devices for that and none works

Please help, i am using a normal UTP cable / CAT5 and there's no power on my AP / no blinking signal or power on the access point. Only the adapter has a green light.
