EAP110 - wont assign IP addresses to wireless devies while connecting

Model no is 110...not 120
so fustrating... AP will not connect to any wireless device... I can see the AP on the network...try to connect to it...with or without encryption...and all the wireless device says is 'obtaining IP address.....it gets no further.
EAP Controller software says there is a user connected..... but im not fully connected as no IP address is issued for access.
I have
1) a static IP address to the AP
2) no security ....just to get it working
3) no portal config
4) no free authentication config.
5) no scheduling
can any one help.... its just a simple... 1 AP installation
