ACL RateLimit Slow versus Port RateLimit

Setting Bandwidth Rate Limit on a pert port basis works efficiently. The switch detects the when the threshold is reached and discards network packets accordingly.
Port-based Rate Limit has its limitations. As such, we decided to go for a MAC-based ACL rate limit to suits our business needs.
The problem with the ACL-based Rate Limit however is that it is not as responsive as the Port-based Rate Limit. It takes longer for the ACL-based Rate Limit to recognize the set threshold before it discards network packets. This problem leads to severe unacceptable network spikes when such an ACL-based Rate Limit is set.
Is there any solution to improve the ACL-based RateLimit activation responsiveness of the switch?
