I have 2 x cpe210 about 2.8km apart. They dont have line off sight. Would you expect this to work ?
they are set to AP & client
Both upgraded to latest firmware.
Any idea ?

It's hard to say. This largely depends on the wireless environment between the two locations. Please try to install both CPEs as high as possible to avoid obstacles in between. Below is an installation guide for your scenario:
