ER605 USB Backup - Always switching over Despite WAN still present

ER605 v2 FW 2.2.6
WAN1 1GB 5G ISP connection
USB 20Mbs 4G USB Modem from a different ISP
I have a WAN1 and USB 4G as backup.
I have online detection setup with an IP of 1.1.1.1 to verify the link is up. I have also tried the IP of the ISPs DNS server, incase 1.1.1.1 was not reliable.
I often see the home routing out over the USB route instead of the WAN1 link. I have set the online detection switchover to 5min, but still it doesnt maintain the main link.
I have had to resort to unplugging the USB modem, and a family member plug it in, if the internet goes down.

Thanks for posting in our business forum.
If you want a faster switch, change the detection interval to 1 minute.
5-minute detection interval means at least 5 minutes would be waited before it switches back to the primary as the primary is up again.
Custom interval should be available with the later controller versions. I assume your controller is not up-to-date?

Maybe you mis read the question.
Its switching to backup, when the primary is not offline. the WAN is bouncing between WAN and backup for no reason.

That title is kind of misleading. I thought it switched to the backup and not gonna switch back even though the WAN is up.
How do you verify this symptom you described?
With what tool or command?
Have you tried to Wireshark and capture the "leak" flowing through the backup WAN?

I verify by using DuckDNS and WHatsMyIP
running a check once a min in Home Assistant.
I can see the IP address oscillating between WAN and backup
You can see here switching between pink and blue, Pink is a 4G address rom Three UK
Blue is the WAN IP from QuickLine 5G 1Gbs ISP
When both WAN and Backup are both UP, its bouncing between them.
I would expect, if WAN is DOWN for 5 mins, to switch to backup, while monitor WAN, if WAN is back, switch back

Port Mirroring and Wireshark and let me know if this fits what you observe on the mentioned services.
