SG2005P-PD does not boot up when PoE device is plugged

This is a device added to an OC200 v1.0 with firmware version 1.32.6 Build 20241101 Rel.41525
The SG2005P-PD is powered by TL-POE170S and is connected to an SG2008P v3.20
I'm wondering if anyone else is experiencing the same as my issue. Additional info, the PoE Port5 is configured as trunk while the rest Ports1-4 are configured as VLAN50. Currently only Port1 is configured with Power Delivery because Max PoE has been lighting up previously. On Port1 I have a Dahua PTZ Camera which takes about 12.9W of Power. Port2 is another PTZ Camera which now draws power from an external source. It says that there is still 70.68% Remaining PoE Power. Please see the attached screenshots.
My problem is when I reboot my SG2005P-PD with one or both PTZ Cameras plug on Ports 1 and/or 2 the switch won't boot up and remains without power. TL-POE170S also doesn't show that power is being delivered (PoE LED isn't lit). If I unplug the PTZ cameras and do a power cycle either by rebooting the TL-POE170S or unplugging then plugging the LAN cable on Port5 the switch will boot up. Once it has booted up I can plug back the PTZ cameras and both will work normally. Even if both PTZ cameras are drawing power from SG2005P-PD the Remaining PoE Power is still above 50%. I have tried doing a Forget and re-Adapt the SG2005P-PD twice and still the same results. I have also tried replacing cables, bringing the TL-POE170S very close to the SG2005P-PD by using shorter cable but the problem persists.
This is unacceptable especially during power outages. Has anyone seen this issue? Am I missing anything like configurations or firmware?
Thanks in advance to those who will share their solutions.

Yes. Tried all scenarios in changing cables with the same results. Verified that the cables used are up to standards as well.
Confirm your question:
When you cold boot the SG2005P-PD along with two PoE cameras connected to ports 1 and 2, SG2005P is powered up by 170S, these cameras do not power up when the switch has booted up.
After the cold boot, you gotta recycle the power of the 2005P and these two cameras come alive?

@Clive_A, even if i have just one camera plugged in say in Port 1 of my SG2005P-PD and then I plug the cable to Port 5 (PoE In) coming from either POE170S or a port from SG2008P the switch will not boot up even if I wait for a few minutes. If there are no cameras plugged in however and then I connect Port 5 the SG2005P-PD switch will boot up normally and almost instantaneously. After the switch boots up I can now plug the camera/s and everything will work fine. But this is not the scenario we want.
Long cable, short cable; powered by POE170S or SG2008P the same results. Even if it doesn't make any sense just for the sake of testing still the same results on shorter cables. Unplugging the LAN cable coming from POE170S or power cycling the POE170S itself still the same problem. Forget and re-Adopt the SG2005P still the problem persists.
What else I failed to do for my isolation tests? Anyone here tried to do the same thing?
This is a showstopper for me as I cannot afford to unplug cables going through the cameras from SG2005P-PD everytime there is a power outage or a reboot.

Sorry @CarloPH, I did indeed miss those details. 🤦♂️Could the TL-POE170S be bad? Does the SG2008P have 30W surplus to power the SG2005P-PD with one camera and bypass the TL-POE170S for a test? Any other options to test without using the TL-POE170S?
@D-C I tried using an SG2008P with no other PoE device except for the SG2005P-PD and the result is the same. If I have even just one camera plugged into Port 1 the SG2005P-PD will not boot up even if i wait for few more minutes. If there are no devices plugged into the SG2005P-PD it can boot up instantly when i plug it to my SG2008P.

@CarloPH, seems the issue is isolated to the SG2005P-PD. Not sure there's much else to do other then try a replacement.

@D-C, thanks for taking your precious time in helping me out. Truly appreciate your effort and kindness.
Well I guess we have exhausted all possible means to look into the problem of my SG2005P-PD. I hope there are others out there who can verify if this issue is isolated on my unit or they can replicate the problem.
Best regards,
Carlo
