Failover question

I have a question/concern about WAN fail-over. It seems that if I unplug or power off a modem that is attached to a WAN port, the failover works, however if the modem looses connectivity, but its LAN interface that is connected to the Router's WAN port is still up, the router does not consider this a fail (as the gateway is still up).
Why do we not have options to set an outside IP address beyond the gateway to check for WAN failures?
