Thanks for posting in our business forum.
VPN into #2 can adopt it. Basically, as long as your #2 got a public IP, port forward or VPN can both do it.
But in your network, you should address the duplicate IP for modems and routers especially if you are creating a VPN. It is best to avoid the overlapped CIDR in both sites.
