Omada OC200 with ER605 Router - Force Client to secondary WAN in Dual WAN

I have a dual WAN (WAN for ISP1, WAN/LAN1 for ISP2) network with the ER605 router adopted by the OC200 controller in Omada. I am trying to force a specific client to only utilize ISP2.
I've attempted to isolate the fixed IP address of the client to a named IP Group (192.168.0.150/32 for example) to use in Policy Routing, but using the new IP Group in Policy Routing is not forcing it to use the secondary WAN. I've searched through the forum for a few hours and tried a few different ideas by attempting to use https://www.tp-link.com/en/support/faq/2134/, but that is specifically in the router GUI, and not the controller software. Is this possible using the controller?
Here's my load balancing:
If Link Backup is enabled, only the primary WAN operates at all times, and the backup WAN only functions when the primary WAN is disconnected.If you wish to constantly use the secondary WAN for a certain group, do not enable Link Backup. To accomplish this, you can configure policy routing.

If during this set up (without link backup enabled) there is an outage for the ISP1, would all traffic be sent to ISP2?
I ask due to the verbiage found in the router help article https://www.tp-link.com/en/support/faq/2134/ where they are performing this type of routing, specifically the mode function (priority/only) and "Note 1." with it's reference to the http data transmitting to WAN2 if WAN1 fails. I assume this means the Online Detection would terminate load balancing functionality in the event of the failure?
