When will this be available for purchase? I see it listed as new on the website but V2 can't be found anywhere.

EAP660 HD v2 has been delievered for more than half a year.
However different regions have different distributor, they made the decision if they would sell the product in their regions.
You can find "where to buy" option on tp-link official website.
