Will ER7212PC's future update comes with IDS/IPS like ER7206 V1 in firmware 1.4.0 with Controller v5.13?

ER7212PC is still on 5.8.38 (that's really old) and ER7212PC is on the latest firmware which is from Jan 15th, 2024.

I don't think so. The hardware performance on 7212PC is not good enough to support the IDS/IPS. That's a very heavy-task feature.

7212PC firmware update is not in sync with the controller models. It follows the timeline and schedule of the router upgrade.
