Currently there is no option to disable a WLAN, it's either ON, or ON/OFF based on schedule, but there is no OFF option.

My use-case is event based networks, like guest networks. By default it should be OFF, but when the event is on, then the network is switched ON, in home network this can be things like having guests.

The current workaround is to create a schedule with a few minutes per week ON, and otherwise OFF, and associate that to the network.
