I have the ER7206 router on the Cloud Controller. Is it possible to migrate from the Cloud Controller to the OC200 and not lose my configurations? If I extract the config file from the cloud controller, can I just upload that to the OC200?

Yes, but make sure your OC200 has a higher controller version than Cloud Controller.
