Unable to connect to L2TP VPN on ER7206 managed by OC200 - expected SCCRP, received StopCCN

Unable to connect to L2TP VPN on ER7206 managed by OC200. I get the error "expected SCCRP, received StopCCN". The WAN is a public IP.
Note, an OpenVPN on the same setup works totally fine. Only L2TP has the above problem.
