To better assist you, may I know the clients that is only get 40M which is connecting to your network wired or wireless?
Did you use the speedtest website to test the speed?
What is the link speed when this clients only get 40M?
And this client connect to which device?
Best Regards!

The clients are connecting wirelessly and I tested it with speedtest and the results are about 30 to 40 Mbps.
clients have connections by mobile, laptop, tablet
If you use the same clients replace one of the EAPs, and connect to the front-end devices with the same cable, what is the result of the speedtest?
It is also possible to speed test the EAP directly with Iperf because it could be able to eliminate as much interference as possible.
Please check this link:
How to use iPerf to test the speed between the EAP and the wireless client?
Best Regards!
