Sporadic load balance performance dual WAN

I am having sporadic issues with load balancing on my TL-R470T+... Currently have dual wan setup and it was working fine but now it seems to only want to route traffic through WAN2. On the stats page it shows WAN2 with the majority of bandwidth load even though WAN1 is set with a higher bandwidth allotment, changing these settings seems to have no effect. Also when adjusting policy routing to force certain clients through WAN1 the settings do not seem to take effect very quickly. I have application based load balancing checked along with bandwidth based. This feature was working fine for a while...
Any advice from someone who has been able to make this work successfully?
