Using TLR600VPN as a simple router between two logical networks on one physical net

Ok... I thought this would be a simple thing...
I just need a box to route between two logical networks- example: 192.168.0.XXX/24 and 172.16.0.XXX/24. There's one physical network - all machines are connected to the same switch. I configure the LAN side to be 192.168.0.XXX/24 and the WAN side to be 172.16.0.XXX/24. I add a static route on the default GW on 192.168.0.XXX/24 to point to the TPLINK IP and I expect it should just route... ( DHCP is off, both sides are configured as static)
I have an old Belkin WIFI router that works just fine for this purpose but the TPLINK does not.
When I plug both the WAN and the LAN side into the switch I get rapid flashing on the link lights and the TPLINK webconfig becomes unresponsive. It still answers to pings (from the LAN side) but the webconfig page is dead. If I remove the WAN cable - everything is OK and the same if I remove the LAN cable. When both are in the switch - rapid flashing and no response.
Anyone have any ideas? I have other old basic wifi routers that I can employ for this, but I bought 2 TPLINK TL-R600VPNs (one as a cold spare) for this purpose and it bugs me that it doesn't work.
