I have just purchased a TL-R470T+, my internet line are all PPPOA. Is this device capable of load balancing and connecting to this type of line?

If there is a modem router connected to the WAN port, and you can dial up the PPPoA connection within the modem, that should be fine. but if you want to use a bridge modem and dial up on the router's WAN part, I'm afraid you can not do that since this router only supports PPPoE.

Can you explain please in more depth about how "you can dial up the PPPoA connection within the modem" i dont understand how I can do this as I only have settings for PPPOE.

In a word, PPPoA is PPP over ATM, you need ADSL modem to dial up the PPPoA connection, you have to buy ADSL modems for each line.
