ER6020 (Router) and T1600G-28PS (PoE-Switch) - DHCP configuration

I use an ER6020 (router) and a T1600G-28PS (switch).
The modem (with a static IP) from the internet service provider depends on port 1 (WAN) of the router.
The T1600 hangs on post 5 (LAN) of the router.
I want to operate the network in the 172.16.10.0/24 area.
I want a fixed IP address for the router and switch.
My questions:
What is the correct configuration? (Enter which values where?)
On which device do I activate the DHCP server and with which settings / values?
On which device do I set up the VLAN?
Is there a guide or example of how to set it up correctly?

My configuration:
ER6020:
Port 1 (WAN) : Modem from the ISP with static IP 5.10.175.145
Port 5 (LAN) : T1600G
The IP-Address is 172.16.10.1 (static)
T1600G:
Port 24 (LAN) : ER6020
IP-Address: 172.16.10.2 (static)
My question now:
On which device do I now activate the DHCP server (router or switch)?
When I activate the DHCP server on the switch, what are the settings for:
- Network address
- Default gateway
- Next server address

You can add VLAN interface for all VLANs. Then you can access NAS from different VLANs. We call this as inter-VLAN routing. But other devices also can access each other. So you need to create ACL to deny some access.

For example, set a ACL rule make VLAN10 cannot access VLAN20 through deny the VLAN10's IP address to VLAN20's IP address. You still need to set a ACL to allow ALL other traffic otherwise other traffic will be block. Set source IP as 0.0.0.0/0 and destination IP as 0.0.0.0/0, mode as allow. "allow ALL" ACL should be in the end of ACL list.
