I havea mix of hardware left to me by a business partner that screwed me over.

I am wanting to install a mesh mainly for community reasons as i cover 4000 people with my wifi

priorities are

1. good walled garden service as i am trying to inform a diverse audience of information,

2 internet in a box education service,

3sell internet,

4wifi radio as  a service

Hardware is diverse,, i'm wanting to know if anyone can suggest hardware to do the above or i should just replace the hardware altogether.

I think you will not be able to support 4,000 clients with a single mesh network.

What you need is a wireless backhaul with local APs wired to the WiFi stations at the edges so you can guarantee a certain bandwidth to each cell. You could then mesh the local cells, but a mesh does not increase the number of clients it can support, it just increases the WLAN coverage. Every AP is becoming saturated at a certain point and a mesh of wireless APs shares the same watermark as a single AP in regard to the maximum number of users and amount of Airtime it can achieve.
