Hi.

The keywords your looking for here are managed, smart and unmanaged. Managed switches are fully configurable and typically support features like vlans, link aggregation and monitoring. Unmanaged switches have none of this, they can't be configured and all ports are in the same lan. Smart switches is more of a marketing term but they're somewhere between managed and unmanaged. They typically have some wa rego check configuration like vlans but not as many features as full managed switches.

Of those 2 switches, only the 1016de supports vlans. Keep in mind you'll also need a router that supports inter-vlan routing if you want to access one vlan from another.
