Hallo,
I have currently cyberroam 35iNG. it provides webbased interface. it has rules under firewall section. i am looking for same function in TL-ER6120. can anybody help me to tell me if it available or not ? or is there any alternative solution?

Yes, TL-ER6120 has web-interface and it has Firewall / Policy Routing

I have found one access control under firewall setting. is it same or different?

TL-ER6120 has IPsec. It is about your 1st screenshot.
TL-ER6120 doesn't have so flexible Firewall Rules. It has Access Control only for LAN and WAN. Something like LAN-LAN, LAN-WAN, WAN-LAN, WAN-WAN in your Cyberroam. IPSec tunnels cannot be filtered, so VPN-LAN, VPN-VPN you will not have. Also it doesn't have Wi-Fi and it doesn't have internal VPN-hub.
