Seems to me that EAP bandwidth control limits wireless speed - would make sense for an AP, wouldn't it? Since real data throughput over WiFi is only a fraction of wireless speed (depending on modulation ~50% for 802.11b/g, ~70% for 802.11n, depending on many more factors such as distance, interference, AirTime etc.), the figures you observed would be correct for 802.11n mode.
