I have a T1600G-52TS with 3 VLANs defined as followed:
1: VLAN 1 is the management VLAN and has one port defined to it (port 32). It is used to configure the switch and uses the subnet 192.168.0.0/24;
2: VLAN 10 is for VOICE and has 15 ports define to it and is to use subnet 192.168.10.0/24;
3: VLAN 20 is for data and has 31 ports defined to it and uses subnet 192.168.1.0/24.
Both vlan 1 and vlan 20 are working as expected and the router (also acts as the DHCP server) is issuing the appropriate addresses for vlan 20. However Vlan 10 is not being issued with any addresses by the dhcp server.however if I plug a PC into the appropriate router port, the PC is issued with the appropriate IP address. It appears that the switch is not relaying the request to the server.
I have tried different configurations but still cannot get any ip address. Any suggestion would be greatly appreciated.

Firstly your router needs to support multiple DHCP servers then it can issue the IP addresses of different subnet.
Then you can refer to the FAQ..... https://www.tp-link.com/en/faq-1630.html
Maybe this will be helpful.
