Slow transfer speeds 355kb/s or 710kb/s

I've installed three TL-R600VPN routers in three locations served by 50+mb/s connections. One is acting as L2TP VPN server, the other two as clients. We are using a linux samba server behind the L2TP VPN server router for file shares and can transfer back and forth to Windows 10 clients in the other two location through the VPN tunnel, but only at 0-355kb/s or 0-710kb/s.
Everything is wired, no other boxes inline to cause problems. Just these incredibly slow speeds that often timeout when transferring large files.
Obviously something is wrong, but I can't seem to find the issue. Anyone experienced this or something similar?
