TRL-600VPN - Dissable all internet access -in or out during the night

I work for a small private school and for the 1st time we have needed to kill off the Internet access for a particular dormitory. The goal is to shutdown the access from 11:30 pm -6:00 am. I started poking around in the Access Control area and figured I would just set a rule up that took a Range of IP Addresses (192.168.0.12 - 192.68.0.254) and deny them access via port 80.
I have 192.168.0.2 -11 reserved so I'd like to be able to access them remotely still if i have to.
I just want to make sure if this is the right way to accomplish this.
I currently have a IP controlled Power switch that can power of the equipment via a schedule, but I'm not a fan of killing the power if I don't have to.
