I followed the YT-video and guide, did the test everything seemed to work. But when i tried to connect with a Phone =>"IP-configuration failed".
Please answer soon, it's quite important for the firm.

Which YT video? What did you test exactly which seemed to work? What firmware version? What config? Which device displays "IP configuration failed"?
Without exact information what you did and what you want to achieve it's impossible to help.

I used cmd. to test connection . Everything on the site. 192.168..... seems to connect.

firmware:1.3.3 , device model CPE210 v1.1
It is used as an AP.
All devices who try to connect to the wifi of the CPE210 gets the IP-configuration failure.
With DHCP enabled my devices get "connected but no internet acces"

There is no DHCP service in AP mode on the CPE210. Only in AP Router and AP Client Router modes a DHCP server can be enabled, but this is a different scenario than standard AP.
If you meant that DHCP is enabled in your devices, you can try to connect them to the CPE with fixed IPs set on all devices. If this works, but DHCP does not work, there is no DHCP server running on the router the CPE is connected to.
Note that CPEs are very good for directional links (such as shown in the video), which means you need another CPE on the opposite end of the link. Albeit you can connect with other devices to a CPE, this is limited to a) the small area of coverage caused by the CPE's antenna beam width (65°) and b) on small distances only, limited by the weak antennas of most consumer devices (up to ~ 20-30m only).

To update firmware, if I follow the steps and I end up for CPE210 with version 1.3.3
The v2.1.8 version is available on the US site, but like stated [COLOR=#FF0000] upgrade firmware from the local TP-Link official website of the purchase location for your TP-Link device[SIZE=1],[/SIZE][SIZE=1] [COLOR=#FF0000] otherwise it will be against the warranty.[COLOR=#FF0000]

Maybe I should explain what I want to do, so: I have 2 CPE210's , I want them to send out wifi so they can connect to the surrounding pc's,who have a program installed on them. And that the CPE210 can send that data from point A to point B which is around 1mile.

The US web site is not the fastest regarding publishing of latest firmware.
The warning on the website is irrelevant in regard to Pharos devices. The CPE's region settings are on the flash chip; the software is always the same, not matter wether you download the EU, US or UN (Universal) version (only exception: CPE210 V2). It will adapt to the region automatically.
Maybe I should explain what I want to do, so: I have 2 CPE210's , I want them to send out wifi so they can connect to the surrounding pc's,who have a program installed on them. And that the CPE210 can send that data from point A to point B which is around 1mile.
While 1 mile (1.8km?) is no problem for a CPE210 with US region setting on a directional link, it doesn't perform as good as a local AP. Reasos for this are:
- the CPE's antennas are directional antennas, not omnidirectional ones,
- the antenna's beam width is 65°, which limits the WiFi area significantly, especially on short distances,
- consumer devices often have weak antennas not well suited to connect to an AP with powerful directional antennas, meaning the consumer devices can "see" the CPE's SSID, but probably can't establish a stable link to the CPE because of their own weak antennas.
I would recommend to connect an EAP110-Outdoor or a WBS210 with TL-ANT2410MO for local distribution of the WiFi signal.
