Unable to get 802.1Q VLAN to work

Unable to get 802.1Q VLAN to work......
I use a Raspberry Pi2 as my Router and Ubiquiti PicoStationMSHP Access Point. I change the OS to UniFi for better control.
All of this may not mean a hole lot, but I mentioned it for context.
Let me say first, the VLAN works between the Pi2 Router to Ubiquiti Access Point. I am trying to setup a VLAN between my Pi2 Router and TP-Link 8-Port Gigabit Ethernet Easy Smart Switch.
I created VLAN Port and numbered it 40 on my Pi2 Router and configured it as s DHCP server.
I cannot get any client to receive the IP Address from VLAN40. It keeps getting an address from VLAN1.
I even tried statically assigning the client an address on the DHCP Server and it is not being assigned.
Pi2 Router is connected to Port 8 on the TP-Link 8-Port Gigabit Ethernet Easy Smart Switch.
The client computer is connected to Port 7 on the TP-Link 8-Port Gigabit Ethernet Easy Smart Switch.
Please Help, I am out of ideas and there is no helpful videos or documentation that I can find?
