Do you see log in as "Guest" on the kasa screen? What's the version of android you are using? Try log on from another phone. You can get the latest app from google play.

I don't think that will work. The smart bulb only supports WEP, WPA/WPA2-PSK wireless security. That seems to be a portal security on your campus.

Make sure you use the latest app. And probably need to reset the smart bulb and add it again.
