Battery powered Cameras discharge based on use. It would be helpful if there were automation to or disable Tapo plugs based on charge level. Right now it has to be always connected to power which isn't very bad either.

How are you relating Tapo Smart Plugs to the Battery Cameras? I am a bit confused on your suggestion.

I have the cs420. It is battery powered. I have connected it to charger by providing a power outlet. And have used a Tapo plug in between. Whenever the battery is low, I remotely switch on the Tapo plug to charge it and close it when done. 
 

my camera is in pointing to an area with frequent wake up. So it discharges around 3% a day.

If I understand correctly, what you are saying is that you have a Tapo C420 and, via USB, have it connected to a Smart Plug.  You want the smart plug to turn on when it detects low power on the battery is that correct?
