I am just starting to look at this, but I would first recommend trying to turn off the motion tracking to see if that setting is not tied to the activity zones and rather the whole view.

Otherwise, really try to shrink the activity zone to make sure that it isn't picking up reflections of cars driving by or anything, that would make it more clear that it is in fact not obeying the activity zone
