• Please confirm the correct Wi-Fi password was put in during set up process. You could verify Wi-Fi password by forget password on the phone then reconnect to Wi-Fi 
• Turn VPN off on the phone 

Can I know the Led status on kasa camera after set up , it is Red/ Flashing Green?

What is the error message on APP and which step it get stuck? 

Do you have a Wi-Fi router, or try to connect camera to dormitory Wi-Fi network, is a portal Wi-Fi network?   You may try to connect kasa camera to a mobile Hotspot Wi-Fi network and see if the set-up could be finished.
