Connected device must be on all the time?

Connected device must be on all the time?
Just installed a HS103 smart plug. However I thought these worked like a switch in that you could control the connected device through the plug or the device. For example if you forget and turn on or off the device manually it will still work through the app. But It seems to work more like a smart bulb than a switch. Am I missing something?
