My HS200 suddenly stopped responding to Alexa.  It was in local only mode.  I disabled and reinstalled Kasa in Alexa skills.  That fixed the problem.  Overall I spent hours trying to fix this every other way mentioned.  My smart outlets always worked as expected. Hope it helps.
