HS100 and Alexa

I have 2 HS100s and I have them set up correctly. I can control them with Alexa by voice but I can't add them to routines in Alexa. Is this an Alexa issue or a Kasa issue?
Also, I thought I could control them without a hub but the only thing I can o is turn them off and on. Do I really have to spend $200 to fully use them?
