Please confirm your kasa app is up to date. 

For ' Both the on and off times are tha same. If I program the on time for 5:00PM and then the off time for 7:00AM it automatically resets the on time to the off time of 7.00AM.'

This does not seem to be right, do you mean the OFF time 7:00 will become ON time 7:00 after you save the schedule settings. May I have some screenshots of the Schedule settings to help us understand the issue better, please also check my PM and help collect the app log to help analyze the issue, thank you.
