@John1234
I am running a software controller on a windows computer.
The software controller version is 3.2.14
I had checked out that link on the schedulern - and I have it set up that way.
I see no change to the BPBC guest access outside of the specified hours

WLAN group, do you have other WLAN groups that contain the same SSID? If so, you just set the default WLAN. Not including the other WLAN groups. So, other groups will still exist.
Since I don't use V3 OC anymore, I am not sure if this is a known bug or an issue.
Sync your time on the controller. And, I checked the link. I am wondering if this scheduler only does one action at a time? Do you need another profile to "turn on" action? I mean, one "off" one "on?
You can try this out and see what happens. Scheduler seems to only act one action "on" or "off"
I never tried this.

I do not have WLAN groups.
Time on the controller is synced.
I tried simplifying the rule to just a single rule where the guest SSID was off everyday 24 hours a day, and it did not turn off.

Sorry that I am unsure about this. Is that possible for you to try the V4 Omada? V3, I don't have a clue since everything's on V4.
